Kansas DOT, Organizational Performance Implementation

High Street began working with the Kansas Department of Transportation (KDOT) in 2021 to overhaul its performance program. Efforts began with identifying a series of strategic performance measures that the agency could report publicly on an external-facing dashboard. The team worked with division leaders to identify the most appropriate metrics and led target-setting discussions between the divisions and the KDOT Secretary. After identifying high-level, strategic measures, the team worked with KDOT divisions to identify internal metrics that could support day-to-day processes and decision-making. Work expanded to include process improvement efforts and has resulted in the creation of several internal dashboards, reformatted data sources, and process mappings that help the agency identify where bottlenecks are occurring and which steps are unnecessary and do not add value. The team supported the agency in a reorganization of its Bureau of Continuous Improvement, including clarifying the purpose and services offered by its offices, drafting a staffing plan and position descriptions, delivering a communications plan to KDOT leadership, and developing educational resources and training material for explaining the Bureau’s mission and services to other KDOT staff.
