NCHRP, 23-07: Effective Methods for Setting Transportation Performance Targets

High Street joined the research team examining how transportation agencies set performance targets across federal performance areas, with a focus on sound, data-driven methods. High Street evaluated each state’s approach to setting federally required safety performance targets, interviewed DOTs using innovative methods, and combined those findings with lessons from the literature. The resulting guidance gives practitioners step-by-step direction on the most effective target-setting methods, how to adjust targets for different challenges, and how to navigate the difficult conversations that performance management often requires.
