Michigan DOT, Michigan Mobility 2045

High Street was on a team that developed Michigan Mobility 2045, the statewide long-range transportation plan for the Michigan Department of Transportation (MDOT). The work was conducted in two phases. During Phase I, High Street led efforts to identify national best practices in statewide planning, infrastructure conditions, performance measures, scenario planning, and impacts of new technologies on the transportation system. High Street also led the Scenario Planning task where we worked with MDOT and its partners to develop four exploratory scenarios to examine further in Phase II. In Phase II, High Street led efforts to work with MDOT leadership and stakeholders in developing the 2045 vision, goals, objectives, performance measures, and strategies that will guide the implementation of the LRTP. High Street led the Modal Needs task that identified 25-year multimodal needs in addition to the Scenario Planning task where High Street will explore the quantitative and qualitative impacts of the four scenarios developed in Phase I. High Street conducted a virtual Zoom scenario planning workshop with MDOT and its partners to examine the four scenarios and discuss and identify what kinds of transportation networks are needed; what new investment strategies or policies are needed; what policy changes are needed; what parts of the transportation network is most vulnerable; and how might internal business processes and structure need to change.
