Kentucky Transportation Cabinet, Kentucky 2045 Long Range Statewide Transportation Plan

High Street worked with the Kentucky Transportation Cabinet (KYTC) and its partners to update the 2045 LRSTP. The 2045 LRSTP is a planning and policy document and we collaborated with local, state, and federal leadership to gather valuable input from public and private sectors to develop the transportation vision, goals, and objectives. As part of the LRSTP planning process, we worked with KYTC subject matter experts to identify 25-year needs for pavement, bridge, maintenance, safety, ITS, active transportation, public transit, aviation, rail, and ferry. We also developed a dynamic revenue forecast model for 2022-2045 based on federal and state revenue under existing state and federal law. High Street led the scenario planning workshop where we discussed and identified what kinds of transportation networks, new investment strategies, and new policies or policy changes could be needed based on four different alternative future scenarios. Additionally, the analysis identified what parts of the transportation network might be most vulnerable and how internal business processes and structures might need to change. Based on the results, High Street developed the Plan of Action which includes recommendations on policies, policy changes, investment strategies, new programs, changes to program structure, and organizational changes to help KYTC better prepare for the impacts of the alternative futures on the transportation system. Another important component of the planning process was the creation of the LRSTP Implementation Plan in which we identified tasks to support the recommendations included in the Plan of Action
