Kansas DOT, Performance-Based Resource Allocation Tool

In response to an urgent request from the Secretary prior to a legislative session, High Street developed a predictive pavement asset planning tool around a new performance metric more indicative of structural integrity. In under two months, High Street staff generated optimized performance vs. investment level curves for the new metric and financially constrained work plans. High Street then deployed a pavement investment planning dashboard that allows users to set allocations between highway classifications and view the anticipated future system state-of-repair.

The success of this effort led to a follow-on activity to create a statewide dashboard that enabled exploratory tradeoff analysis of statewide metrics spanning pavement, bridge, safety, mobility, and multimodal performance. High Street brought this interactive web tool to a leadership meeting to engage KDOT staff on their allocation preferences and to assess the anticipated minimum investment level to achieve desired performance outcomes. Results were captured in real-time at a workshop and used as a discussion point to help build consensus around mid-range investment strategies.
