Kansas DOT, Strategic Highway Safety Plan Implementation

High Street is part of a three-year project working with the Kansas Department of Transportation (KDOT) to guide the implementation of the 2020-2024 SHSP and develop a strategy for the next SHSP update. High Street conducted a thorough diagnostic of current SHSP implementation processes, identified issues, and suggested potential refinements to create an approach for supporting KDOT with SHSP implementation in the coming years. This work included a review of all SHSP documentation; interviews with KDOT safety staff, leadership, members of the Executive Safety Council (ESC), FHWA staff, and other safety-related stakeholders; best practices research; and developing a findings and recommendations report. High Street also developed a quantitative strategy prioritization methodology, led a strategy prioritization workshop with stakeholders, proposed changes to the ESC and Emphasis Area Team (EAT) structure and function, and developed guidance for EAT annual reports and action plans. High Street staff manage the Pedestrians and Cyclists EAT, which involves planning for and facilitating quarterly meetings with a group of stakeholders and advisors and developing an action plan for the EAT’s top tier strategies.
