Kansas DOT, Kansas 2045 Long Range Transportation Plan

High Street developed the Kansas 2045 LRTP using an innovative scenario planning exercise in the first round of Local Consult meetings. Participants were asked to consider a set of conditions that could be true 25 years from now related to population and workforce patterns, extreme weather events, and the use of technology such as Unmanned Aircraft Systems (UAS) to deliver freight. Participants then discussed what the state’s transportation system would need to include to be ready for those plausible future scenarios. In late fall 2019, Local Consult participants were asked to help KDOT better understand current and near-future priority needs for highway expansion and modernization projects in each region of the state. In 2020, High Street help developed the LRTP goals, objectives, performances measures, and implementation strategies and the final plan was completed in July 2021. High Street also has supported KDOT on several initiatives associated with implementing the plan. This has included organizational design research for KDOT’s program management office, planning a “Digital Futures” workshop to help agency staff better understand emerging data needs and application opportunities, assistance refining KDOT performance measures and setting targets, and strategic advisory services to assist KDOT senior leadership with plan implementation approaches.
