Cross-Investment, Performance Impact Analysis for ODOT’s Eight-Year Construction Plan

High Street supported ODOT in calibrating and validating its performance-based prioritization process for its 8-year Construction Work Program to ensure the most impactful projects were rising to the top. To support this effort, High Street worked with ODOT to update its decision criteria, facilitate the development of representative priority weights, create a pre-processor application to translate raw performance data into meaningful project impact ratings, and upload results into a decision support software that enables various what if? analyses. The team further provided training for ODOT district and leadership staff on prioritization and broader performance-based planning and programming best practices.
