Metropolitan Planning Organization, Community Planning Association of Southwest Idaho (COMPASS)

This project developed a regional resilience improvement plan (RIP) for the Community Planning Association of Southwest Idaho (COMPASS), the metropolitan planning organization for Ada and Canyon Counties, Idaho. The primary objective of this project was to analyze transportation asset criticality and vulnerability specific to Ada and Canyon counties. This analysis will inform prioritization in the regional transportation plan and later be incorporated into COMPASS’ project prioritization process for the regional transportation improvement program to ensure that projects that would address the areas most at risk are being prioritized accordingly.

High Street developed a data- and stakeholder-informed framework to enhance regional transportation resilience and integrate risk into planning and positioning projects for federal funding. Our approach used GIS analysis to identify the region’s transportation infrastructure (assets), evaluate them based on importance both to the community and vulnerable populations (criticality), and assess their level of risk relative to the most impactful natural hazards (vulnerability). The final product was an Esri-based web map tool that allows COMPASS staff and regional stakeholders to explore asset criticality and hazard exposure. In addition to the web map, the project was documented in a comprehensive resilience improvement plan, and a StoryMap was developed to provide a public-facing, high-level summary of the project.
