Chicago Metropolitan Agency for Planning, Transportation Project Analysis Toolkit

High Street is leading the effort to update CMAP’s Transportation Project Analysis Toolkit (TPAT). Through the evaluation of Regionally Significant Projects, High Street is helping to obtain better performance outcomes pertaining to safety, mobility, equity, land use, the economy, infrastructure preservation, multimodal considerations, and the environment for Chicago area residents, businesses, and visitors. The effort is also enabling CMAP to:

• comply with legislative requirements for assessing the impacts of fiscally constrained Regionally Significant Projects (RSPs),
• support the ON TO 2050 principles of inclusive growth, prioritized investment, and resilience by prioritizing the efficacy of candidate projects towards agency goals given limited resources,
• inform broader CMAP initiatives to prioritize projects, assess the performance implications of alternative investment strategies, and establish achievable targets,
• focus conversations with regional partners – and the public – by communicating the likely efficacy of large-scale, multimodal efforts based on a vetted, repeatable analytical framework, and
• provide much-needed analysis to bolster CMAP applications for competitive funding programs.

To accomplish these objectives, High Street has facilitated a multidiscipline effort to establish evaluation metrics indicative of regional goal attainment and is preparing an automated solution for recurring long-range plan use. The analyses encoded in the TPAT ensure the Chicago region is making the most effective use of limited resources given the information available.
