Arkansas DOT, Arkansas Long Range Intermodal Transportation Plan
High Street supported the Arkansas Long Range Intermodal Transportation Plan (LRITP). The planning process included a visioning process that led to development of plan goals and objectives to guide future investment decisions. High Street worked with ARDOT staff to establish goals, objectives, and performance measures, define multimodal needs, forecast baseline revenues, and identify future funding options. As part of the alternative future scenario process, Decision Lens software was used to establish the State’s priorities for transportation investments. The software applies Analytic Hierarchy Process, a proven methodology used to capture and synthesize data and judgments for group collaboration. The Decision Lens software aggregated the results and generated a priority graph showing relative weights (percent) of goal areas and performance measures at the group level. The LRITP is a policy document that addresses transportation issues in Arkansas for the next 25 years and is the State’s first performance-based plan. Through an extensive public and stakeholder involvement process, the plan sets a strategic direction on the future of the transportation system and the level of transportation investments required.
