High Street is leading this groundbreaking study to develop a handbook for state DOTs and local governments that helps agencies recognize possible bias and provides guidance and practical strategies to avoid racial disparities in project delivery. The results of this research will acknowledge past oversights to help agencies avoid them in the future. The practical strategies and framing of the issue will help practitioners to engage in this sensitive topic without blame and lead to more constructive discussions and decisions.
