Biography

Joe Crossett is a Partner with High Street Consulting Group. He has 20 years of experience as an advisor to senior state and Federal transportation policy makers. Transportation agencies call on Mr. Crossett when they need help in setting and implementing strategic direction in the areas of planning, performance management, environmental policy, or security. Mr. Crossett began his career in transportation conducting economic feasibility studies for transportation projects in the United Kingdom. He has also worked in the public sector at the Wisconsin Department of Transportation. Since 1997 he has worked on numerous consulting engagements in Europe, the United States, and in Latin America. Mr. Crossett is a member of the Transportation Research Board’s ADC10 Committee on Environmental Analysis in Transportation and the ABC30 Committee on Performance Measurement. He has spoken frequently at national transportation conferences on the topics ranging from performance management to transportation security.

Biography

Karin DeMoors is a Senior Consultant with High Street Consulting Group. She has 16 years of experience in financial and management analyses supporting infrastructure projects and programs at the federal, state, and local levels. She plays a key role on engagements for the United States Department of Transportation and its modal agencies, state departments of transportation, metropolitan planning organizations, local governments, and related industry associations. Ms. DeMoors provides strategic advice to clients in the areas of financial plan development, innovative financing techniques, financial policy, performance measurement, and strategic planning. Prior to joining High Street, Ms. DeMoors served as a financial advisor with Public Financial Management, assisting municipalities in the identification of capital project financing alternatives, debt capacity analyses, and bond issuance execution. She began her career in consulting with the firms of TransTech Management, Hagler Bailly, and Apogee Research.

Biography

Tamar Henkin is a Partner with High Street Consulting Group with over 18 years of experience providing management and financial advisory services to public agencies responsible for delivering transportation and related infrastructure as well as private infrastructure providers and financiers. Over the years, Ms. Henkin has advised the US Department of Transportation, US Army Corps of Engineers, US Environmental Protection Agency, and a great many state-level agencies in the design and implementation of cutting-edge policy, finance, and management initiatives. She recently served as staff director for the the National Surface Transportation Infrastructure Financing Commission and has served as a financial advisor to US DOT’s federal credit (TIFIA) program since its inception. Ms. Henkin is a frequent speaker at national conferences and has testified before legislative bodies on transportation finance trends and innovations. Prior to co-founding High Street Consulting Group, Ms. Henkin held senior management positions with TransTech Management, Hagler Bailly, and Apogee Research and served as an analyst at the US General Accounting Office and for the State of Connecticut Treasurer’s Office.

Biography

Rob Padgette is a Director with High Street Consulting with over 15 years of public and private sector experience in transportation planning and policy with expertise in the areas of multi-modal transportation planning, public transportation, transportation policy, performance measurement and climate change. Prior to joining High Street, Mr. Padgette has held a wide range of positions including the Director of Policy Development and Research for the American Public Transportation Association where he led policy research efforts intended to influence Federal legislation; a senior management position with Cambridge Systematics where he supported a wide range of public sector clients at the Federal, state and local level; and in public sector positions with the Chicago Area Transportation Study and the Chicago Regional Transportation Authority. He brings the unique perspective of having worked with a wide range of agencies and across transportation modes, typically with senior leadership within the respective organization. Much of his career has been spent focusing on pragmatic, multi-modal solutions, at the national, state, local and even neighborhood level.

Biography

Kyle Schneweis is a senior consultant with High Street Consulting Group. He has eleven years of experience working with complex transportation planning, policy, and management issues. Prior to joining High Street, Mr. Schneweis served as the Chief of Government Affairs at the Kansas Department of Transportation (KDOT) where he played an instrumental role in winning legislative approval for a substantial increase in transportation funding. He also managed the 2006 update of KDOT’s Long Range Transportation Plan and staffed Governor Sebelius’s T-LINK Task Force, which developed a strategic approach to meeting the transportation needs of the state and was key to KDOT's recent successful initiative to increase revenues for transportation. Through his tenure at KDOT, Mr. Schneweis has acted as a senior policy advisor to the KDOT Secretary and been actively involved in several national-level transportation policy forums. He is a member of The Transportation Research Board’s Statewide Multimodal Transportation Planning Committee and is a licensed professional engineer.

Biography

Craig Secrest is a Partner with High Street Consulting Group with over 18 years of experience working on transportation policy, finance, planning, and institutional issues at the national, state and local levels. He is an internationally recognized expert in the areas of strategic planning, performance measurement, long range planning, program structure, and finance. Mr. Secrest has supported FHWA with their strategic planning activities for several years and is often called on to lead the development of strategic frameworks for state long range transportation plans. He is one of the nation’s leading experts on federal transportation funding and has developed models of the federal highway and aviation trust funds that are frequently used to drive development of national-level funding policies for highways, transit, and aviation. Mr. Secrest is also working with the Asia Development Bank and the People’s Republic of China to help reform how China finances and delivers its national highway program. Prior to co-founding High Street Consulting Group, Mr. Secrest served in senior consulting positions with TransTech Management, Wilbur Smith Associates, Hagler Bailly, and Apogee Research. He also spent three years with the Colorado Department of Transportation as a senior policy advisor and was a Presidential Management Fellow with FHWA.
